Innovative Small E-Fleet Pilot Program – Supporting Small Fleets with More Funding and Options

The Innovative Small E-Fleet Pilot Program (ISEF) is a set aside under the HVIP program that supports small fleets (including public agency fleets) of 20 or fewer vehicles (with a gross vehicle weight rating greater than 8,500 lbs) with voucher funding options for zero-emission vehicle adoption. ISEF vouchers are intended to reduce the cost of a zero-emissions Class 2b-8 vehicle to a cost equivalent of operating a conventional internal combustion-powered medium or heavy-duty vehicle.

ISEF eligible fleets can request vouchers for innovative solutions to access zero-emission vehicles, such as all-inclusive leases, short-term rentals, peer-to-peer truck sharing, truck-as-a-service programs, and more.

Participating in ISEF is similar to participating in HVIP in that fleets work with approved HVIP providers to find the solution for their zero-emission vehicle needs.

ISEF is temporarily closed, with an expected re-opening in October 2025.
