The Clean Truck and Bus Voucher Incentive Project (HVIP) is an incentive voucher program launched by the California Air Resources Board in 2009 to support purchases of zero-emission medium- and heavy-duty on-road vehicles. Similar to CORE, it provides point-of-sale vouchers to offset the initial higher equipment cost for purchases or leases of zero-emission vehicles. Public agencies and private fleets in California may participate in the program. Eligible equipment includes zero-emission buses, vans, utility vehicles, and more, ranging from Class 2b-8. No scrappage of existing vehicles is required. HVIP may allow for the stacking of funding from other incentive programs if the requirements in the Implementation Manual are met. Base funding amounts vary based on vehicle weight class, starting with $7,500 base vouchers for Class 2b vehicles and $120,000 base vouchers for Class 8 vehicles.
