Zero-Emission Off-Road Heavy-Duty Funding Opened August 19, 2025 - Clean Off-Road Equipment Voucher

The Clean Off-Road Equipment Voucher Incentive Project (CORE) is an incentive voucher program launched by the California Air Resources Board to incentivize the purchase and lease of zero-emission off-road vehicles and equipment. CORE vouchers are applied at the point-of-sale, offsetting the higher initial cost of zero-emission alternatives.

Public agencies and small businesses in California are eligible for CORE. No scrappage of existing equipment is required. CORE may allow for the stacking of funding from other incentive programs provided the requirements in the Implementation-Manual are met.

Examples of off-road equipment eligible in the CORE Heavy-Duty equipment catalog include loaders, excavators, and mobile power units. Incentive amounts vary by equipment, with vouchers up to $500,000 for construction equipment and $1,000,000 for commercial harbor craft.

In August 2025, additional funding became available for many zero-emission off-road equipment categories, including, but not limited to, agricultural, airport ground support, large forklifts, and cargo handling equipment.
