NIGP-CPP Certification and Pathways Overview

This session provides a brief overview of NIGP’s Pathways program which integrates career-long learning with credentialing options – including the competency-based NIGP Certified Procurement Professional designation (NIGP-CPP) credential which has been earned by 55 leaders serving the public sector in California. The session will explain the NIGP-CPP program objectives and the key differences which set the NIGP-CPP apart from other certification programs. The session will also provide detailed information on eligibility requirements, how to apply and schedule exams, the exam content and format, and recertification requirements.

Presenter: Rick Grimm, NIGP-CPP, CPPO, CPPB, FCIPS

Rick Grimm has served as NIGP’s Chief Executive Officer for 25 years. He holds a bachelor’s degree in Business Administration from the University of Miami and a master’s degree in Public Administration from Florida International University. He served county governments and public school districts for 23 years, including over 12 years in the leadership of the public procurement function, before joining the NIGP team in 1998.
As NIGP continues to develop, support and promote public procurement, Rick’s recent priority is the competency-based Pathways program that guides professionals on which learning and credentials are most relevant to their current roles and future career aspirations. The program provides a learning blueprint for the professional while aiding public entities in talent retention and succession planning. Today, professionals can choose between five certificate programs, six specializations and a leadership-based NIGP Certified Procurement Professional designation. The NIGP-CPP targets seasoned public procurement leaders who seek high-level competencies. Since the launch of the new certification program in August 2020, the Institute has certified 1,110 public procurement leaders across 45 states and 5 provinces.

Attendees will review the definition of each method of procurement and understand the phases of each method. We will review the Standard Methods of Procurement Tool used at an agency to determine which method is applicable for different projects and answer common questions that staff face when completing each method. We will review the applicability of insurance, and prevailing wage laws and review all the information in a short Quiz Game at the end of the session.

Purchasing Manager, City of Santa Cruz

Elizabeth Millwee, CPPB is currently serves as the Purchasing Manager for the City of Santa Cruz, where she manages a team of procurement professionals responsible for issuing solicitations, managing all city-wide contracts, the city’s credit card program, and conducting city-wide trainings on various procurement topics.
Prior to rejoining the City in 2022, she worked as the Supervising Program Administrator for Valley Water where she oversaw a team of procurement professionals that issued solicitations and managed contracts for the largest multi-purpose water supply, watershed stewardship and flood management special district in California. While there her team launched a new e-procurement system and ERP system.


In January 2018, while working at the City of Santa Cruz earlier in her career she was tapped by the City’s Finance Director to lead an initiative to close a $5 million budget gap in the city’s General Fund. The city was awarded the 2018 Innovation Award by the California Society Municipal Finance Officials (CSMFO) for this Fiscal Sustainability Action Lab initiative.


Prior to her time in the public sector, Elizabeth spent 10 years working in procurement, new product launch, and product management in the consumer electronics industry. Elizabeth holds a Bachelors of Business Administration from James Madison University and a Masters of Business Administration from the University of Central Oklahoma.

Tammy Rimes serves as Executive Director of the National Cooperative Procurement Partners (NCPP), North America’s Association for educational content, legislative advocacy, and support for cooperative procurement.  She also formally served as Purchasing Agent for the City of San Diego, the 9th largest city in the nation and Emergency Logistics Chief during the 2007 Witch Creek Fires that raged for 17 days and destroyed over 2000 homes. Under her leadership, the City consolidated its warehouse operations, centralized all purchasing and contracting operations, and moved to a more customer focused approach. With past sales and marking experience in the airline, retail, electrical utility, and wine industry, she has the unique perspective of working in three different worlds – corporate, government and entrepreneurial.

He has over 30 years of experience in training and development, financial management, operational audit and management consulting. Prior to joining UPPCC, he ran a training and development firm focused on management and leadership programs for both the public and private sector. Derrick spent the earlier portion of his career working for large international organizations including Deloitte Consulting, KPMG, Rexam and International Paper. In 2014, Derrick published his first book, Trigger, which focuses on how organizations can deliver intentional results. He is a DISC certified behavioral analyst and facilitator and was a licensed CPA for over 20 years (currently inactive). Derrick is a graduate of Northern Illinois University with a BS in Accountancy and is based in Richmond, VA.
